For your reflective essay, I think the best place to start is to identify what it is about the song that resonates with you: does it remind you of a specific time in your life? Do the lyrics describe you to a T? Once you’ve figured that out, I would come up with a few reasons why you feel that way — then you’re well on your way to your thesis, which will be the roadmap of your paper. As for the liner notes, that sounds like a fun assignment — but maybe not when the pressure is on! I’m not quite sure what your teacher is expecting here, but standard liner notes usually include a list of songs, thanks/credits for key contributors (so maybe your parents, your best friend, etc.) as well as some other information about the songs on the “album”, or perhaps a brief biography.
